The Ninth Construction Corporation of China National Chemical Engineering (NCC) was established in 1965, situated in Panjin city, west of Liaoning province, closed to the Liaohe Oil Field, the Panjin Ethene Industrial Company and the Liaoning Huajin Group Corporation, which is a large-sized petrochemical construction company directed under China National Chemical Engineering (Group)Corp.
　　The corporation was certificated by China Construction Ministry as the first-grade enterprise of construetion Constracting of chemical and petrochemical. It can independently undertake the construction in the fields of chemical, petrochemical, chemical fiber, electric power, urban construction, machinery, building materials, as well as civil & architectural, process equipment, process piping, water supply& drainage, electric, automation control, anti-corrosion & insulation, refractory, boiler installtion and manufacturing of Grade 1 and Grade 2 pressure vessel including spherical tank.It also has a good performance in non-destructive testing, physical & chemical test and the receiving, maintenance and inspection work for the imported materials and equipment.
　　Presently there are 3828 staff and workers in the corporation, 766 of them are professional technicians and managerial staff, 66 of them have senior technical titles, 247 of them have intermadiate titles. There are 150 project managers who have been qualified as State Grade 1 or State Grade 2 and skilled workers of various disciplines 2271.
　　The corporation has corollary machinery and equipment and prefect measuremnet facilities. It has complete and perfect management system, and has strong technical force in professional mangement. equipment, especially in the hoisting large equipment, special piping installation, installation of large high temperature/pressure equipment, installation and calibration of auto-controll welding and installation, integral heat treatment of super-large tankage at site. It can It can undertake the construction in the fields of chemical,petroleum and petrochemical,including installion of devices imported from foreign country.
　　The corporation has a member of automatic welders, argon arc welders and argon arc & electrical welders, which have been used successfully in welding CrMo refractory steel, 00Cr18Ni9Ti super-mild steel, Ti steel and Ni steel etc. , and has a series of senior steel welding method and physical & chemical laboratory and welding laboratory. The method of welding and integeral heat treatment for 2 set of 5000M3 large tankage in Jinxi General Chemical Factory obtained national patent and national 3rd class award for super-large tankage integeral heat treatment.The construction of 300000 T/Y Ammonia plant for Dalian Chemical Industry Corporation was honored as State Excellent Welding Project by China Engineering Welding Committee.
　　The corporation has sets of advanced construction equipments, and standardization system has formed in large unload and hoisting. In 1989, it succeccfully completed the hoisting of 103 metre high, 305 ton acrylic refinery tower for Panjin ethylene plant construction, in 1995, it succeccfully completed hoisting the accelerant basket of ammonia synthetic tower for Haina fertilizer Factory using 80m/200t single mast, in 1994, hoisting of 420 ton constant pressure　tower for Dalian Refinery was succeccful completed with once operation.
　　The corporation has sets of imported electric construction facilities and high precision metre standcrd and adjustment instruments. The corporation has successfully installed and adjusted the II、III type gas and electrical analogue instrument and PLC and Dcs Computer system. For example, in Qilu PVC plant, HIDIC-80 industrial computer system introduced from Hitachi; DCS system in HDPE plant introduced from Hill company of USA; DCS system in Jinan terylene PTA plant introduced from Hitachi; CENTUMY DCS system in Panjin ethylene plant introduced from Japan; etc. The electrical installation & adjustment a large substation of 110 thousand volt and 2 substations of 35 thousand volt was praised by experts all over the world.
　　Over the past more than 30 years, the corporation has completed many large chemical and petrochemical projects in more than 10 provinces all over the country with equipment imported from USA, Britain, Japan, Germany, Franch, Netherlands Switzerland, Australia, Denmark, Italy, Canada and Korea etc. some of them has been honored as excellent construction project by nation, province, Chemical Industrial　Department. It has completed with high quality over 60 project such as 300,000T/Y Ammoma and 480,000T/Y urea plant of Liaohe Fertilizer Factory, Jinxi General chemical Factory project, Panjin Ethylene Plant, Qilu Ethylene Plant, 220,000T/Y PTA waste water Treatment plant Liaoyang Chemical Fibre Factory, 300,000T/Y Ammonia and 520,000T/Y Urea plant of Jinxi Fertilizer Factory, Jilin 300,000T/Y Ethylene, Hainan 300000T/Y Ammonia Plant etc. especially, the Hainan 300000T/Y Ammonia Plant construction was awarded as China Constrction Project Luban Prize ( National Excellent Project ).
　　The corporation has been comfirmed and registered of Quality System Certificate according to the International Standard ISO 9002 approved by the State Confirmation Organization, but also ISO14001 Enviroment management system Certificate and Certificate of Conformity of Occupational Security Health Managemaent system, and has been issued Liscence for Manufacturing of Class Ⅰ,Ⅱ Pressure Vessel, Site Welding of Class Ⅲ Pressure Vessel, State Grade 2 Qualification Certificate of Measurement, State Grade 1 File Management Certificate, Approval Certificate of Non-destructive testing, Certificate of Engineering and Survey, Certificate of Boiler Installation, Installation Qualification Certificate of Pressure Pipe, Certificate of testing room. The corporation has been honored as AAA Grade Enterprise of Credit & Reputation by evaluation committee of Liaoning Province, advanced enterprise for construction management in 1986 and 1987 by State Planning Committee and China Construction Management Society. The corporation has been evaluated and awarded as State grade 2 Enterprise since 1988. It was ranked the 155th place among the Construction Enterprises of best Economic Benefit in China, No.277 in Top 500 construction enterprises in China, No.1 for its comprehensive economic strength in Lioaning Province in 1995, a creditable enterprise by Liaoning Industrial & Commercial Administration Bureau in the successive 10 years.
